Arbiter Redesign & Psionic / N.O.V.A. Glow-up

17.4 brings quality-of-life buffs to Arbiter, N.O.V.A. and Psionic so all their outputs and items feel worthy of selecting — plus champion buffs across every cost tier to unlock more comp diversity.

Official notes
Arbiter rework — input / output restructured
3 input categories (Ongoing / Conditional / Economy) × 3 output categories (Offense / Defense / Economy) — every game now offers one from each. Removes dead inputs (HP < 40%, enemy dies, deal 10 instances of damage) and outputs (gain Mana, free reroll chance).
Psionic items redesigned
Drone Uplink / Malware Matrix / Sympathetic Implant / Target-Lock Optics all get baseline Damage Amp + Attack Speed so they fit more carries. Target-Lock Optics fully reworked to per-enemy first-hit proc.
N.O.V.A. (5) carry enablement
Aatrox damage 50% → 65%, Kindred damage amp 5% → 10% with faster Mark timer (5s → 4.5s), Akali bleed buffed across the board. Meeple Emblem reworked from mana regen to +50 HP & 4% Damage Amp per Meep.
Morgana — melee tank now
Range 2 → 1 (forced melee positioning), shield HP scalar 10% → 15%. 17.3's 4-cost rework finally lands the role identity.
Stargazer Fountain + Huntress tuned
Fountain heal 2.5% → 3%, (5) bonus AD/AP per 2s 7% → 9%. Huntress trades teamwide AS (15→12%) for stronger Stargazer-only scaling (12/35/55 → 15/45/70%) and more marks (3/5/7 → 3/5/9).
